Tremendous pressure is being applied to the Syrian opposition to force them to negotiate even as the Assad regime and its allies continue to bomb and starve civilians.

The following statement is being circulated worldwide to demand that the UN and the Western powers recognize that serious peace negotiations can only begin after the dust has settled from the last bomb the Assad regime and its allies drop on civilians, and only after humanitarian aid flows freely to every besieged community.

Cosigners, individual and group affiliations are welcome.

We encourage local actions to pressure our governments to honor the principle that peace negotiations cannot take place as war crimes are being committed.

We support efforts by the High Negotiations Committee of the Syrian Opposition to negotiate a political settlement which will lead to a transitional governing body, and to human rights for all, rule of law, and democracy for Syria. Given the scale of documented atrocities carried out by the Assad regime, it follows that such a process must bring an end to regime rule.

 

We further support the demand by the High Negotiations Committee that the international community implement in full the humanitarian provisions of UN Security Council Resolution 2254 prior to negotiations.

 

The current Geneva III Conference has begun against a background of escalating Russian and regime bombardment of populated areas and civilian infrastructure, escalating starvation sieges, and ongoing mass detention and torture of political prisoners.

 

UN Security Council Resolution 2254, which set out the international endorsement for these talks, called on the parties to “allow immediate, humanitarian assistance to reach all people in need, in particular in all besieged and hard-to-reach areas, release any arbitrarily detained persons, particularly women and children,” and demanded the full implementation of the long list of unenforced Security Council resolutions on Syria: 2139 (2014), 2165 (2014), 2191 (2014) and any other applicable resolutions.

 

Resolution 2254 further demanded “that all parties immediately cease any attacks against civilians and civilian objects as such, including attacks against medical facilities and personnel, and any indiscriminate use of weapons, including through shelling and aerial bombardment.”

 

These items are the express will of the Security Council and as such are not for negotiation between parties. The international community should never preside over a process where humanitarian relief is allowed to be used as a card in political negotiation.

 

As long as the international community fails to enforce its own resolutions, the Syrian people can have little faith in the peace process. If the international community can’t deliver baby milk to besieged areas, how can they be trusted to deliver free and fair elections?

 

For peace talks to succeed, the international community must implement the humanitarian provisions of its own UN Security Council Resolution 2254 in full.

 

 

"Une énorme pression exercée sur l'opposition syrienne pour les forcer à négocier à Genève, alors même que le régime d'Assad et ses alliés continuent à bombarder et affamer des civils.

La déclaration suivante est distribuée dans le monde entier à exiger que l'ONU et les puissances occidentales reconnaissent que de sérieuses négociations de paix ne peuvent commencer qu'après que tout est fait et dit et que la dernière bombe du régime d'Assad et ses alliés tombe, et seulement après le début de l'aide humanitaire passe librement dans chaque communauté assiégée.

Nous soutenons les efforts du Comité des Hautes Négociations de l’Opposition Syrienne à négocier une entente politique qui mènera à un organe directeur de transition, et à l’assurance des droits humains pour tous, à un état de droit et à la démocratie pour la Syrie. Compte tenu de l'ampleur des atrocités documentées et mises en place par le régime d'Assad, il en résulte qu'un tel processus doit mettre fin à ce régime.

 

En outre, nous soutenons la demande du Comité des Hautes Négociations que la communauté internationale applique pleinement les dispositions humanitaires de la Résolution 2254 du Conseil de Sécurité de l’ONU avant toute négociation.

 

L’actuelle Conférence de Genève III a commencé sur un fond de l'escalade des bombardements russes et du régime syrien dans des zones peuplées et parmi les infrastructures civiles, tout en augmentant des sièges de famine et la détention sans arrêt des masses, ainsi que la torture de prisonniers politiques.

 

La Résolution 2254 du Conseil de Sécurité de l’ONU, qui a reçu l'approbation internationale pour ces pourparlers, a appelé les parties à «permettre que l'aide humanitaire immédiate puisse atteindre tous ceux dans le besoin, en particulier dans les zones assiégées et à l’écart, difficilement accessible, de relâcher les personnes arbitrairement détenues, en particulier les femmes et les enfants » et exigé la pleine application de la longue liste de résolutions non-appliquées du Conseil de Sécurité sur la Syrie: 2,139 (2014) 2165 (2014), 2191 (2014) et d'autres résolutions concernées.

 

En plus, la Résolution 2254 a exigé "que toutes les parties cessent immédiatement l’aggression contre les civils et leurs biens en tant que tels, y compris les attaques contre les installations sanitaires et contre le personnel, et l’utilisation aveugle d'armes, y compris celles des tirs d’artillerie et des bombardements aériens."

 

Ces éléments représentent la volonté expresse du Conseil de Sécurité et, en tant que tels, ne sont pas à négocier. La communauté internationale ne doit jamais présider à un processus où l’on autorise l’aide humanitaire comme marchandage dans une négociation politique.

 

Tant que la communauté internationale ne parvient pas à faire respecter ses propres résolutions, le peuple syrien n’aura pas confiance dans le processus de paix. Si la communauté internationale ne peut pas livrer du lait pour les nourrissons dans les zones assiégées, comment s’y fier pour tenir des élections libres et équitables?

 

Pour que les pourparlers de paix réussissent, la communauté internationale doit mettre en œuvre les dispositions humanitaires de sa propre Résolution 2254 du Conseil de Sécurité de l'ONU dans leur intégralité.

Wij steunen de inspanningen van het Hoge Onderhandelingscomité van de Syrische oppositie om te onderhandelen over een politieke oplossing die tot een overgangsbestuursorgaan moet leiden, alsmede mensenrechten voor elk, een rechtsstaat en democratie voor Syrië. Gezien de omvang van gedocumenteerde wreedheden uitgevoerd door het Assad-regime volgt hieruit dat een dergelijk proces een einde aan het bewind van het regime moet brengen.

Resolutie 2254 van de VN Veiligheidsraad, dat handelt over de internationale steun voor deze gesprekken, deed een beroep op alle betrokken partijen om “onmiddellijke humanitaire hulp toe te laten die alle mensen in nood moet bereiken, in het bijzonder alle belegerde en moeilijk te bereiken gebieden en voor de vrijlating van alle willekeurig aangehouden personen, met name vrouwen en kinderen,” en eiste de lange lijst van niet-doorgevoerde resoluties van de Veiligheidsraad over Syrië: 2139 (2014), 2165 (2014), 2191 (2014) en andere resoluties van toepassing.

 

Resolutie 2254 eiste verder "dat alle partijen onmiddellijk alle aanvallen op burgers en civiele objecten als zodanig stopzet, met inbegrip van aanvallen tegen medische faciliteiten en personeel en dat elk willekeurig gebruik van wapens, onder meer door beschietingen en luchtbombardementen, ophoudt."

 

Deze thema's zijn de uitdrukkelijke wil van de Veiligheidsraad en zijn als zodanig niet voor discussie vatbaar tussen de betrokken partijen

 

Zolang de internationale gemeenschap er niet in slaagt om haar eigen resoluties af te dwingen, kan het Syrische volk weinig vertrouwen in het vredesproces hebben. Als de internationale gemeenschap niet eens babymelk kan leveren aan belegerde gebieden, hoe kan men er dan op vertrouwen dat ze vrije en eerlijke verkiezingen kan leveren?

 

Willen de vredesbesprekingen kunnen slagen dan moet de internationale gemeenschap de humanitaire bepalingen van haar eigen resolutie van de VN-Veiligheidsraad 2254 volledig implementeren.

 

 

L'opposizione siriana sta subendo una pressione tremenda volta a forzarla a negoziare nonostante il regime di Assad ed i suoi alleati continuino a bombardare ed affamare i civili.

La seguente dichiarazione è stata diffusa in tutto il mondo per chiedere che le Nazioni Unite e le potenze occidentali riconoscano che solo quando la polvere dell'ultima bomba lanciata da Assad ed i suoi alleati sui civili si sarà posata e solo dopo che gli aiuti umanitari arriveranno liberamente ad ogni comunità assediata, solo allora potranno cominciare dei seri negoziati per la pace.

Nuovi firmatari, sia come gruppi organizzati sia a titolo individuale, sono i benvenuti-.

Noi sosteniamo le azioni locali volte a fare pressione sui nostri governi affinchè onorino il principio secondo il quale non ci possono essere colloqui di pace mentre si commettono crimini di guerra.

 

Sosteniamo gli sforzi da parte dell’Alto Comitato di Negoziati dell’Opposizione siriana per negoziare una soluzione politica che porterà ad un organo di governo di transizione, che assicurerà i diritti umani per tutti, lo Stato di diritto e la democrazia per la Siria. Data la portata delle atrocità causati dal regime di Assad che sono stati documentati, ne consegue che un tale processo deve porre fine al dominio del regime.

 

Sosteniamo inoltre la richiesta da parte dell’Alto Comitato di Negoziati che la comunità internazionale desse piena attuazione alle disposizioni umanitarie della Risoluzione 2254 del Consiglio di Sicurezza delle Nazioni Unite prima delle negoziazioni.

 

L'attuale Conferenza di Ginevra III ha iniziato in un contesto di crescente bombardamento russo e dal regime delle zone abitate e le infrastrutture civili, con un’escalation degli assedi per affamare il popolo e della detenzione di massa e la tortura dei prigionieri politici.

 

Risoluzione 2254 del Consiglio di Sicurezza delle Nazioni Unite, che ha definito l'approvazione internazionale per questi colloqui, ha invitato le parti a “consentire l'assistenza umanitaria immediata in grado di raggiungere tutte le persone in stato di bisogno, in particolare in tutti i settori assediata e difficili da raggiungere,di rilasciare qualsiasi persona detenuta arbitrariamente, in particolare le donne e i bambini,” e ha chiesto la piena attuazione della lunga lista di risoluzioni del Consiglio di Sicurezza sulla Siria rimasta inapplicata: 2139 (2014), 2165 (2014), 2191 (2014) ed eventuali altre risoluzioni applicabili.

 

Risoluzione 2254 inoltre ha chiesto “che tutte le parti cessino immediatamente tutti gli attacchi contro civili e obiettivi civili in quanto tali, compresi gli attacchi contro strutture e personale mediche, e qualsiasi uso indiscriminato di armi, anche attraverso bombardamenti e bombardamenti aerei.”

 

Questi elementi sono la volontà espressa del Consiglio di Sicurezza e come tali non sono oggetto di negoziazione tra le parti. La comunità internazionale non deve mai presiedere un processo in cui è consentito che aiuti umanitari siano utilizzati come una oggetto di trattativi nel negoziato politico.

 

Fino a quando la comunità internazionale non riesce a far rispettare le proprie risoluzioni, il popolo siriano non può avere molta fiducia nel processo di pace. Se la comunità internazionale non può consegnare il latte per i bambini nelle zone assediate, come si potrebbe fidare di loro quando dicono capace di fornire elezioni libere ed eque?

 

Per il successo dei colloqui di pace, la comunità internazionale deve attuare in pieno le disposizioni umanitarie della Risoluzione 2254 del Consiglio di Sicurezza delle Nazioni Unite.
